The UAE's own pages do not agree, and the door decides

ICP's live Golden Residency Guide, updated 20 August 2026, still prints five years for real estate and entrepreneurs. Cabinet Resolution 65/2022, GDRFA Dubai and DLD, including ICP's own real-estate entry-permit card, all print ten. No circular reconciles them. This page names the clash and walks the door that actually processes your file.

The brochure line is "10-year Golden Visa." The Guide still says five.

Golden Visa Insider's own UAE hub treats the programme as a uniform ten-year self-sponsored permit, with property, deposit and business routes all pegged at AED 2,000,000 and a flat ten-year term. That is the packaging most buyers see first, and it is not wrong about the statute. It is incomplete about the agencies that actually process a file.

ICP's own Golden Residency Guide, the federal document that names every category, still splits the terms. Investors in real estate get five years. Entrepreneurs get five years. Investors in public investments and exceptional talent get ten. That page carries an update stamp of 20 August 2026, one day before this article was written. It is not a stale cache. It is the live document.

The clash, stated once, plainly. Cabinet Resolution No. 65 of 2022, Annex Article 1, sets a ten-year term for the Golden Residence Permit as a class. ICP's own Guide table, live and updated 20 August 2026, still prints five years for real estate and entrepreneurs. ICP's own real-estate entry-permit card, a different page on the same domain, says the Golden Residency it issues is for ten years. GDRFA Dubai's investor page and DLD's investor service both say ten years for the same property threshold. There is no published Ministry or ICP circular saying the Guide table is leftover language from an earlier version of the rules. We are not going to pick a winner among four government pages. We are telling you what each one prints and which one actually processes the paperwork you file.

Read the statute first, then the pages that clash with it

Cabinet Resolution No. 65 of 2022 was published in Official Gazette No. 731 on 15 July 2022 and entered into force on 3 October 2022. Its Annex Article 1 is the term-setting clause. The working English, as quoted by counsel Ashish Mehta in a Khaleej Times Legal View column and matching the legislation portal's own annex snippet, reads:

"The ICA may, after the approval of the competent authorities, as the case may be, issue a long-term residence permit for a period of ten years. The Golden Residence Permit shall be subject to renewal, for certain categories of foreigners and their families, allowing them to self-reside without the need for the Guarantor or the Host Party inside the State."

That is the statute's term for the class as a whole. It does not carve real estate out at five years. Article 8, Second, of the same Annex sets the real-estate investor's actual test:

"The investor shall own one or more real estate property with a total value of not less than (Dh2,000,000) two million dirhams, and the real estate property is wholly owned by the investor. It may be a loan, on condition that the loan is from one of the local banks determined by the competent local authority."

The same article separately allows buying off-plan units from local companies the competent authority has approved, with the same AED 2,000,000 floor. The public-investment limb, by contrast, requires capital that is wholly owned by the investor, not a loan. That is the fork built into Article 8 itself, before any website is even involved.

Read that table across, not down. The two ICP pages disagree with each other on the same hostname. The statute, GDRFA and DLD line up at ten years, but DLD still wants proof of what has actually been paid, which is a different question from what the property is worth. A buyer using a mortgage can satisfy GDRFA's lien requirement and still fall short of DLD's paid-amount letter if the loan covers most of the purchase price.

Every category, in the words each door actually uses

"Golden Visa" is not one product. ICP's Guide names five families of categories on the federal side. GDRFA Dubai names the same rough families with its own tests and, notably, its own ten-year term across all of them. Read both, because a category name that looks identical can carry a different threshold and a different term.

The executive-director limb inside that last row is easy to confuse with GDRFA's skilled-worker test below, because both eventually mention a salary figure. ICP's own document list asks for a university degree, at least five years of experience, an employment contract and a salary certificate showing at least AED 50,000 per month. That is not the same threshold as GDRFA's AED 30,000 skilled-worker test.

The mortgage question, answered by four pages differently

Whether a mortgaged or off-plan unit counts is the question most likely to sink a filing late, because it is where the four pages disagree hardest. ICP's Guide asks for a letter confirming ownership without loans. GDRFA Dubai's page says mortgaged property is acceptable and asks for a lien on the title instead. DLD's investor service accepts a mortgaged property but still asks for a bank letter showing the paid amount, and its terms separately ask for a no-objection letter showing the paid amount and the balance owed. Cabinet 65/2022 Article 8 permits a loan from an approved local bank in the first place, which is the underlying legal basis both GDRFA and DLD are working from.

None of these four pages describes the 2026 agent claim that any payment schedule now qualifies regardless of how much has actually been paid. Property portal and brokerage pages date a change to 20 February 2026 that supposedly removed a 50 percent, or AED 1,000,000, paid-up test. We could not find that circular on DLD, updated 19 August 2026 and still asking for the paid amount, on ICP's Guide, updated 20 August 2026 and still saying without loans, or on the legislation portal's Cabinet 65/2022 page, last updated 3 June 2026. Cabinet 65/2022 already allowed a local-bank loan back in 2022, which is not the same document as a 2026 circular removing a payment threshold. Until a PDF surfaces, do not repeat the "50 percent gone" line as settled fact.

Common mistake

Reading a property portal's "10-year Golden Visa, mortgage no longer matters" post and assuming that is the DLD form you will sign. DLD's own service page, updated the day before this article, still asks how much of the AED 2,000,000 has been paid. The portal is packaging. DLD's page is the filing.

Expert tip

Before you commit capital to any route, open the actual service page for the door you intend to file through, GDRFA Dubai or DLD for property, GDRFA for talent and entrepreneur, ICP for the rest, and check the update stamp printed on that specific page. A round summary on a hub page, ours included, is not a substitute for the live service page on the day you file.

The Green Visa is not a smaller Golden Visa

ICP's Green Residence Guide, also live and updated 20 August 2026, is a separate five-year, no-sponsor permit. Skilled workers need a UAE employment contract, an MoHRE occupational level of 1 to 3, a bachelor's degree and a minimum monthly salary of AED 15,000. Freelancers and the self-employed need a MoHRE freelance permit, a bachelor's degree or specialised diploma, and freelance income over the prior two years of not less than AED 360,000. Investors and business partners need proof of investment and the relevant licences, with no AED figure published on that limb.

We could not find an official "convert Green to Golden" service on ICP, GDRFA's Golden index or DLD's investor page. If you are told a Green Visa upgrades automatically once you buy property or hit a salary threshold, that is not describing a published service. The honest sentence is that holding a Green Visa does not create a Golden claim, and you would re-apply under whichever Golden category you later meet.

What none of these ten years buys

Whichever door prints your term, the permit itself is not a citizenship application. The January 2021 amendment to Cabinet Decision No. 2 of 1972 lets nominated investors, professionals and talents acquire Emirati nationality while keeping their existing one. The nomination, per the official 30 January 2021 announcement, comes from Rulers' and Crown Princes' Courts, Executive Councils or the Cabinet, based on federal entity nominations, not from a form an applicant files. Owning the property that got you a Golden Visa is listed as a condition for investors under that reform. It is not itself a grant of citizenship, there is no published fee or timeline, and we could not find an official count of how many Golden Visa holders have actually been naturalised under it. The permit is also not automatic tax residency. Our tax chapter covers Cabinet Decision 85/2022 and the 183-day test for a treaty tax residency certificate, which the Golden Visa does not by itself satisfy. And whichever route's fee table you are pricing, the line items behind the round number are covered in the real fee stack, including DLD's own itemised AED 9,884.75 total, rather than restated here.

Is the UAE Golden Visa 5 years or 10 years?

It depends which official page you are reading and which door you file through. ICP's own Golden Residency Guide, last updated 20 August 2026, still prints five years for real-estate investors and for entrepreneurs. Cabinet Resolution No. 65 of 2022, Annex Article 1, sets ten years for the Golden Residence Permit as a class. GDRFA Dubai's investor page and DLD's investor service both say ten years for the same property route. ICP's own real-estate entry-permit card also says ten. There is no published circular reconciling the two ICP pages against each other, let alone against GDRFA and DLD. That clash is the finding of this page, not a typo we can quietly correct for you.

Which door should I trust if I am buying Dubai property?

If you are filing on a Dubai title deed or Oqood, the pages that actually process your file are DLD's investor service and GDRFA Dubai's investor page, and both currently say ten years. ICP's Guide is the federal-level document and it still says five for the same category. We are not going to tell you the Guide is wrong, because neither DLD nor ICP has published anything saying so. What we can tell you is that the two live DLD and GDRFA service pages you actually submit documents to both print ten years for the property route, as of 19 to 21 August 2026.

Does a mortgaged or off-plan property qualify?

GDRFA Dubai's investor page says mortgaged property is acceptable, with a lien placed on the property for the term. DLD's investor service still asks for a bank letter showing an AED 2,000,000 paid amount when the property is mortgaged, and its terms ask for a bank NOC showing the paid amount and the balance. ICP's Guide, by contrast, asks for a Land Registration Department letter confirming ownership without loans. Cabinet Resolution 65/2022 Annex Article 8 allows the property to be a loan from a local bank the competent authority has approved, and separately allows off-plan units bought from approved local companies. None of these four pages describes the 2026 agent claim that any payment schedule now qualifies regardless of amount paid.

Is the February 2026 '50 percent gone' rule real?

We could not find it published. Property portal and agency pages date a change to 20 February 2026 that supposedly removed a 50 percent, or AED 1,000,000, paid-up test. It is not on DLD's investor service, updated 19 August 2026, which still asks for a bank letter showing AED 2,000,000 paid. It is not on ICP's Guide, updated 20 August 2026, which still says without loans. It is not on the legislation portal's Cabinet 65/2022 page, last updated 3 June 2026. Cabinet 65/2022 Article 8 already allowed a local-bank loan and an off-plan purchase from an approved company back in 2022, which is not the same thing as a 2026 circular removing a payment threshold. Until a PDF surfaces, the honest line is that agents date a change to 20 February 2026 and the government pages that process the filing still ask how much has been paid.

Can I upgrade a Green Visa to a Golden Visa?

Not on any published service we could find. ICP's Green Residence Guide, GDRFA's Golden index and DLD's investor page do not describe a conversion service. Holding a Green Visa does not create a claim on a Golden category. If you later meet a Golden category's own test, such as the AED 2,000,000 property threshold or the AED 30,000 salary floor, you apply for that category from scratch.

Does the Golden Visa lead to citizenship?

No. The January 2021 amendment to Cabinet Decision No. 2 of 1972 lets nominated investors, professionals and talents acquire Emirati nationality while keeping their own, but the nomination comes from Rulers' and Crown Princes' Courts, Executive Councils or the Cabinet, not from an application you file. Named gaps

  • No official circular from ICP, DLD or the Federal Gazette reconciling ICP's Guide, which still prints five years for real estate and entrepreneurs, against Cabinet 65/2022 Article 1, GDRFA Dubai and DLD, which all print ten. This page names the clash rather than resolving it.
  • The alleged 20 February 2026 circular removing a 50 percent, or AED 1,000,000, paid-up test was not found on DLD, ICP or the legislation portal in this pass. DLD's live page, updated 19 August 2026, still asks for a bank letter showing the paid amount.
  • icp.gov.ae/en/services/golden-residency/ returns a 404 as of 21 August 2026 and redirects to a page-id URL. Search snippets still surface its old five-year and ten-year table. Do not cite that cached table as current.
  • The u.ae Golden Visa overview page timed out on repeated fetch attempts in this pass and is not quoted here.
  • No official Green Visa government fee schedule was found, and no official all-in fee total for the GDRFA talent or entrepreneur routes comparable to DLD's itemised AED 9,884.75 figure.
  • No official "Green to Golden" conversion service and no official count of 2021-reform nationality grants to Golden Visa holders were found.
  • No live Reddit or Hacker News thread on the 5-year versus 10-year clash was found. Reddit's own search endpoint returned HTTP 429 on this pass. The only real first-person question used here is the Khaleej Times reader letter from June 2025, which predates the alleged February 2026 circular.
  • The Arabic authentic text of Cabinet 65/2022 Annex Articles 1 and 8 was not opened in this pass. English here comes from the legislation portal snippet and counsel's Khaleej Times quote; the portal's own disclaimer says Arabic prevails.
  • Abu Dhabi, Sharjah and other-emirate land-department Golden Visa cards were not fetched. Dubai's DLD is not the whole UAE.
