If you have a Greek Golden Visa file and you are living on a piece of paper that everyone calls the blue receipt, you are in the most common halfway house in this program. The file is lodged. The card is not printed. Your life is now an appointment.

The pain spiked after the 2024 price rise, when people rushed to file and offices drowned. The ministry's own 2026 figures show the pending pile coming down — still tens of thousands of investor and family files, with Attica slower than regional units. A well-prepared file outside a busy office can move in months. An Athens file can still feel like a year.

What the blue receipt actually is

On filing you receive a βεβαίωση κατάθεσης — the deposit certificate people call the blue receipt or blue paper. It shows the application is in. In Greece it is commonly treated as permission to stay in the country while the card is produced.

Here is the hidden gem, and the internet fight. Some lawyers and the older brochure language say it lets you travel to and from Greece. Other 2026 practitioner pages say it is not a residence card and other Schengen states are not required to treat it as a travel document. We will not pretend that fight is settled in a blog sentence. If you plan to land in Frankfurt on a blue paper alone, get the answer in writing from the lawyer whose insurance would pay if you are turned around.

The card is the thing that makes Schengen ordinary. Until then, plan travel as if the paper were Greek-only.

Biometrics — the one trip you cannot outsource

Fingerprints and photos are in person, for every person on the file. A power of attorney can buy the flat and get a tax number. It cannot wear your fingers.

If the application was filed by a lawyer before you entered, there is a window — commonly described as months, in some practitioner write-ups up to 12 months — to enter and give biometrics. Missing that window is a real way to kill a live file. Ask for the date on your filing, in writing.

That matches the official story that processing was decentralised. It does not let you pick an island office for fun if the property and the file sit in Attica. Ask what is actually possible on your expediente.

Ministry figures reported for March to May 2026 showed the pending caseload falling from about 35,700 to about 33,050 (secondary write-ups of the legal-migration report). That is relief at the system level. It is not your Tuesday.

If the appointment exists, keep the property clean. If it does not, do not make the file worse.

While you wait — do not create a second problem

Greece still has no minimum stay to keep the permit once you have it. The stuck period is the opposite feeling: you may be the one person who needs to be in the country, once, for fingerprints, while everyone else told you this was a zero-stay visa.
