Spain closed new investor visas on 3 April 2025. Files already lodged, and cards already issued, sit under transitional rules — not under hope.
If you lodged a Spanish investor residence file before 3 April 2025, you are not in the same boat as someone who is still browsing apartments in Málaga. The door for new Golden Visas is shut. A file that was actually submitted is supposed to keep walking under the old rules.
The pain is the silence. People wired a deposit in March, signed in April, or sat in a consulate queue that slipped past the cut-off, and then spent a year refreshing inboxes. "Pending" is not a feeling. It is a date stamp on a filing that a Spanish desk accepted.

Spain stopped granting new residence-for-investors authorisations. Property at €500,000 was the famous route. Shares, deposits, funds and bonds died with it. The political story was housing. The legal story is a justice-reform statute that happened to repeal the investor articles.
The official name is Ley Orgánica 1/2025, de 2 de enero, de medidas en materia de eficiencia del Servicio Público de Justicia. The twenty-first final provision left Articles 63 to 67 of Law 14/2013 without content, with effect on 3 April 2025. The Housing Ministry's own 2 April 2025 note said the end arrived the next day.
That answers the close. Next is the sentence people actually need if they filed in time.
The Spanish government's own explainer on the One platform states that applications submitted before 3 April 2025 continue to be processed under the law that applied on the filing date, and that people who already hold an authorisation keep it until it expires, with renewals under the rules from the original grant.
Law-firm notes from the weeks around the close said the same thing in plainer English: complete files already in, keep going; new files after the date, no.
Hidden gem, and a warning: "complete" and "submitted" are fighting words. A file that was missing an apostille, or that sat with a gestor unfiled, or that a consulate refused to take because the slot was 4 April, is not protected by a WhatsApp from March. We cannot see your expediente number from here. A Spanish immigration lawyer who can pull the filing receipt can.
What people on the internet are saying: English-language investor forums through 2025–2026 split into two moods — holders calmly renewing, and people who thought a property reservation was a visa. The second group is louder. It is also usually wrong on the law. Cite the filing stamp, not the reservation contract.
If the stamp is real, you wait. If it is not, you change country or change visa.
If it is alive: keep the qualifying investment in the shape the old rules required, answer any request for more documents, and do not sell the asset because an agent said "Spain is closed so it no longer matters." For a pending file, the asset is still the reason the file exists.
If it is not alive: you cannot restart a Golden Visa. You can look at Spain's non-lucrative, digital nomad or entrepreneur visas — all of them expect you to actually live in Spain — or you can look at Greece, Portugal, Italy, Malta or the UAE. Ask for the filing number, the date the office or consulate recorded it, and a copy of the acknowledgement. If those three things do not exist, you do not have a pending Golden Visa file.
