Greece offers a five-year card with no minimum stay, but citizenship after seven years requires real ties and an exam. Italy naturalisation requires genuine residence over ten years. The UAE product has no citizenship-by-investment path.
Portugal's nationality clock runs from the first residence title. Most ARI applicants face ten years, while CPLP nationals face seven. EU citizens also sit under the seven-year nationality rule but cannot use ARI.
The products that do not belong in a no-stay shortlist
US EB-5 is designed around maintaining US permanent residence and can create abandonment risk for someone living abroad. Spain's Golden Visa closed to new applicants on 3 April 2025, while its live alternatives are relocation routes.
Presence clock versus passport clock

Spouse and dependant traps on low-presence files
Zero-stay for the principal does not always mean zero friction for the spouse. School terms, local employment, and family-permit issuance can force presence even when the investor card does not. Italy family reunification can lag more than a year after the nulla osta. Greece family inclusion for unmarried children stops at under 21 on the investor file.
Bulgaria's historic investment-PR day-count story remains unsettled if a 2026 presence bill is still unenacted. Treat any "Bulgaria still zero days" claim as provisional until the enacted text is published (named gap). Do not advertise Portugal as no-stay because of a seven-days-per-year shorthand; the statutory rule is 14 days per two-year cycle.
