If you hold a Chinese passport and you are used to hearing that Europe wants your property money, the market moved. Spain's investor visa closed on 3 April 2025. Portugal no longer takes a Lisbon apartment. Greece still does, at zone prices, with no Airbnb story. The United States still sells a green card through EB-5, with reserved rural visas that changed the China wait — not the tax bill.
The pain is the agent who is still selling 2019. A second pain is nationality law at home: China does not recognise ordinary dual citizenship. A Caribbean passport or a future Portuguese naturalisation is not a stamp collection. It is a legal collision you have to plan, not a surprise at a border.
What closed, what is live
- Spain — closed to new investor filings. If you filed before 3 April 2025, read the pending-file page. If you hold a card, read renewals.
- Portugal — live as a €500,000 qualifying fund (or donation / jobs). Light stay. Ten-year citizenship clock for most. AIMA slow. Property route dead.
- Greece — live property program, €250k only for narrow conversion/restoration, otherwise €400k / €800k. No stay. Both sets of parents. Short-term let banned.
- Italy — live, money after nulla osta. Startup risk is real.
- Malta — MPRP residence, not a bought passport.
- UAE — live, fast, no EU, no passport.
- Caribbean — second citizenship, dual-nationality collision with PRC law.
- EB-5 — rural / TEA reserved categories have been the China-relevant queue; still worldwide US tax on a green card.

Hidden gem two: a clean SOF file from China often needs more hops — company chops, SAFE-era transfers, gifts from parents — than a salaried European file. Build the source-of-funds page early. Do not let the first translation be the one AIMA or USCIS rejects.

Dual citizenship — say it before the wire
PRC nationality law does not recognise dual nationality in the ordinary way. Naturalising elsewhere is how people lose Chinese citizenship as a matter of Chinese law. OCI-style halfway houses are an India story, not a China story. If you need to keep a Chinese passport for family or business, buy residence, not CBI, and be honest about whether you will ever file for Portuguese or Greek naturalisation.
